Caritas Marsabit is the development arm of the Catholic Diocese of Marsabit responsible for coordination and the implementation of development activities in the Diocese which envisions “A people holistically empowered in line with Gospel Values. It endeavours to empower the people to know God and live in dignity and harmony.”
To achieve this vision, Caritas Marsabit has been implementing a number of development programmes in the entire diocese in the following thematic areas:-Health, Water, Justice & Peace, Disaster Risk Reduction (DRR), &Sustainable Livelihood (SL)
Main Purpose of the Job
To plan, organize and implement finance and also administer accounting operations to meet the legal requirement, responsible for the day-to-day management of project finance transactions and procedures by ensuring the financial and legal integrity of Caritas Marsabit and its guidelines.
Recording accounting transactions including coding of payment vouchers before making payment, and ensuring an efficient, proper and transparent financial filing system of all documents relating to finance are maintained (e.g. monthly payment of bills, contracts, rent and local salaries.)
Preparing and examination of accounting records, financial statements, and other financial reports and ensure accuracy, completeness and conformance to reporting and procedural standards as per donor requirements.
Participate in proposal development teams supporting the budget development with a focus on appropriate costing models, alignment with proposed activities and staffing plans as well as maximizing cost-effectiveness.
Working closely with the program staffs to ensure that all transactions are posted in the Caritas Marsabit accounting system and timely reports are generated.
Assisting in developing, monitoring and analyzing budgets, including preparation of periodic budget monitoring reports that compare budgeted costs to actual costs.
Plan for cash flow requirements for Caritas Marsabit ’s programs and submit an updated cash forecast to the Finance Manager on a timely basis.
Processing and making payments as provided in the approved budget.
Ensuring timely recovery of all advances including travel and mid-month advances and provide a monthly update of any outstanding advances to the Finance Manager.
Assist the finance manager in the preparation of financial reports, projections, accruals, and pipeline analysis.
Preparation of Monthly bank reconciliations statements
Assisting with the facilitation of internal and external audit procedures as required and ensure timely closure of finance audits recommendation related to donor compliance; participate in preparation, implementation and monitoring of related activities.
Maintaining proper procurement procedures and ensure they are adhered to at all times, including maintaining vendor contracts, lease agreements, and any other service contracts as may be required.
Assisting in the identification of best practices within and outside of Caritas Marsabit and help in the documentation and implementation of such practices.
Supervision of assistant accountant, in-house training of staff & beneficiaries on financial issues.
Academic and Professional Qualifications
A holder of a Bachelor of Commerce degree Accounting, Economics and at least CPA II with a minimum of 3 years of practical work experience in a reputable institution preferably in the NGO sector.
Relevant working experience/skills and competencies
Proficient with QuickBooks accounting system and MS Excel, word processing programs and spreadsheets
Unquestionable integrity with an ability to manage confidential data
Good communication and analytical skills
Expert knowledge of financial and accounting procedures
Proven experience in design, implementing and monitoring financial and administrative control systems
Proven experience in producing budgets and financial reports for use by management and donors
Ability to work independently with minimum supervision and be self-motivated
Ability to work well with others.
Excellent analytical, numerical and documentation skills
